新しいことを始めた時や変化があった後で、必要な情報や知識をすべて持っている状態を指します。

Usage Notes (Japanese)

主にビジネスやカジュアルな会話で使われます。'get up to speed'は自分が追いつく、'bring someone up to speed'は他の人に説明する時に使います。正式な文書ではあまり使いません。
