Definition

যে ব্যক্তি বা বস্তু ন্যায্য ও প্রয়োজনীয় বৈধ কাগজপত্র বা নথিপত্র থেকে বঞ্চিত, সাধারণত অভিবাসীদের ক্ষেত্রে ব্যবহৃত হয়; এছাড়াও যেসব ঘটনা বা বস্তুর কোনো লিখিত নথি নেই তা বোঝাতেও ব্যবহৃত হয়।
