まだ決まっていない状態や、どうするか迷っている様子。

人や物事に対して『まだ決めていない』『迷っている』状況で使う。たとえば 'undecided voters' は『どちらに投票するか決めていない人』。日常会話やフォーマルな場でも使用される。
