通常求められる基準や期待されるレベルよりも劣っている、満たしていないこと。

製品やサービス、行動の質が十分でない場合によく使います。'substandard work'（基準以下の作業）、'substandard housing'（劣悪な住宅）などの表現に使います。人そのものにはあまり使いません。
