「silly（ばかげている）」の最上級の形で、人や物事がグループの中で最もふざけている・おかしい・真剣でないことを表します。

Usage Notes (Japanese)

ふざけている、からかい半分で使われることが多いです。「the silliest person」や「the silliest joke」のように人や行動にも使います。侮辱にはなりにくい表現です。
