Definition

シーソーは、公園などにある中央で支えられていて、両端に人が座ると上下に動く遊具です。また、物事や感情が行き来する様子を表すこともあります。

Usage Notes (Japanese)

主に遊具を指しますが、比喩的に感情や状況が変動する様子でも使われます。日本語では動詞としてはあまり使いません。
