공식적이고 엄숙한 자리에서 주로 사용하며, 뉴스나 연설, 선언 등에서 자주 쓰입니다. 'proclaims victory', 'proclaims independence'와 같이 강조적인 표현에 쓰입니다. 일상 대화에서는 좀처럼 사용하지 않습니다.
