何か（コショウや物、質問など）を繰り返し、または広い範囲にまくこと。また、多くの質問を一気にすることも指します。

Usage Notes (Japanese)

実際に何かをふりかけるときや、比喩的に質問や冗談をたくさん投げかける場合に使います。'peppering someone with questions' は「質問攻めにする」という意味です。
