何かが正式に記録されている場合、それは政府や会社などの組織によって公式に認められているという意味です。主に雇用や会員、登録物などに使われます。

半公式的な表現で、仕事や会員、取引が正式に認められている時に使います。'off the books'（非公式）との対比で使われることがよくあります。
