Definition

他人に何か（特に悪いこと）をするように促す、または煽ること。多くの場合、トラブルや対立を引き起こす場面で使われる。

Usage Notes (Japanese)

やや堅い表現で、争いやトラブルなど好ましくない行動を煽る場合に使う。'instigating violence'のようなフレーズで使われ、良いことには使われない。
