このフォーマルな表現は、通常の状況や一般的なことを述べるときに「おおむね」や「主に」という意味になります。

主にフォーマルな文書やニュース記事などで使われ、日常会話ではあまり使いません。「on the whole」や「generally」と同じ意味です。細かいことより全体について述べる時に使います。
