ハリヤードは、船で帆や旗などを上下させるためのロープや紐のことです。

Usage Notes (Japanese)

主に船やヨットの帆や旗を上げ下げする際に使う専門的な語です。陸上ではほとんど使いません。「ハリヤードで帆をあげる」などと表現します。
