由權威發布的正式指示或命令，指示人們應該做什麼。經常用於法律、組織或政府場合。

多用於正式、官僚或職場語境，常以複數出現。常搭配“發布”、“遵循”、“執行”等動詞。和“指引”不同，後者是建議。
