物事の始まりを指すフォーマルな言葉です。アメリカでは大学などの卒業式を指すことも多いです。

日常会話では「開始」より「スタート」を多用しますが、フォーマルや卒業式の場面でよく使われます。アメリカ英語で「commencement」はほぼ卒業式の意味です。
