他人とひそかに、特に不正や違法なことをするために協力すること。

Usage Notes (Japanese)

法律やビジネス、政治の話題で使われる堅い表現。「with」と同様に「〜と共謀する」という形で使い、悪い目的の協力に限られる。カジュアルや良い協力には使わない。
