四方から近づいて何かを完全に囲んだり覆ったりすること。

主に手や人が何かの周りを閉じるときに使われますが、比喩的にも使われます。単なる「囲む」より詩的な印象です。主語（動くもの）と目的語（囲まれるもの）が必要です。
