民間人とは、軍人や警察官などではない、一般の人々のことを指します。特に戦争や紛争で使われます。

ニュースや法律、軍事関連の記事でよく使われます。「soldier」と対比させる場合が多いです。'civilian casualties'は「民間人の被害」を意味します。「citizen」と混同しないようにしましょう。
