Özel vergi, genellikle devlet tarafından belirli bir amaç için (örneğin, eğitim veya altyapı) getirilen ek bir vergi ya da harçtır.

'Cess' daha çok Hindistan, İrlanda ve İngiltere'de kullanılır; 'education cess' gibi ek vergilerde duyulabilir. Hukuki ve finansal ortamlarda geçer; 'cessation' (durdurma) kelimesiyle karıştırmayın.
