煙や布、雲などが風で大きく波打ったり、ふくらんだりする動き。

Usage Notes (Japanese)

劇的な動きや詩的な表現でよく使われます。日常会話よりも文学的な場面で目にすることが多いです。「waves（波）」とは異なるニュアンス。多くは自動詞として使われます。
