직장이나 학교, 프로그램 등에 공식적으로 지원하는 것. 또한 규칙이나 조건 등이 특정 상황에 적용될 때도 사용함.

주로 회사·학교 등에 지원할 때 쓰며('apply to a university'), 규칙이 누구에게 적용되는지도 의미함('These rules apply to everyone'). 'apply for'는 원하는 대상에 초점을 맞추니 구분 필요.
