「法の上にいる」とは、自分には法律が適用されないと思い込んだり、権力や影響力を使って罰を逃れたりすることです。

主に権力者や高い地位の人について使われ、否定的な意味合いがあります。政治やニュース、汚職の話題でよく使われます。軽いルール違反には使いません。
