権力者や政府などから出される公式な命令や指示。また、人々や組織から与えられる権限も指す。

法律、政府、ビジネスの場面で使われることが多い。義務的・強制力のある命令を指し、日常の指示にはあまり使われない。「government mandates」「health mandates」などの表現でよく登場。
