この表現は、最悪の事態になった場合、最後の手段をとるという意味です。他の方法がすべて失敗した時の話です。

主に会話やカジュアルな文章で使います。「最悪のケース」「どうしようもない時」などと同じ意味で使います。深刻な場合にのみ使い、小さな問題には使いません。

If worst comes to worst, we can call for help.
