「hot on」は誰かや何かをすぐ後ろから追いかける、または何かや誰かにとても熱心・夢中であることを意味します。

Usage Notes (Japanese)

‘Hot on someone’s heels’は追いかけている時、『hot on something』は強い関心・熱意を表します。カジュアルな表現で直訳の「熱い」ではありません。
