庶民と同じ目線に立ち、庶民の気持ちを理解し寄り添う人物のことです。特に指導者や有名人について使われます。

主に政治家などを称賛するときに使いますが、一般人に親しまれる全ての人に使えます。皮肉として使われることもあります。
