미국 의회에서 공식적으로 통과된 법률. 비공식적으로는 아주 힘들거나 어려운 일을 뜻하기도 함.

미국 공식 법률에 쓰이며, 비공식적으로는 너무 힘든 일을 과장해 말할 때도 사용('It takes an act of Congress'). 다른 나라 법에 쓰지 않음.
