선거에서 투표할 권리가 있는 모든 사람들, 즉 한 나라나 지역의 유권자 전체를 의미한다.

주로 정치·뉴스에서 사용. 'voters'보다 공식적이며 집단 전체를 가리킴. 'the electorate voted' 등 구문에서 자주 쓰임.
