誰かがハンドルを握っている、つまり自動車などの運転をしている状態を表します。また、比喩的に責任や指揮を取っている場合にも使います。

主に車などの運転を指しますが、比喩的に責任を持つ場面にも使います。「船」にはこの表現は使いません。
