事実でない罪や理由を意図的に作り上げること。特に人を不当に非難したり告発する際に使われる。

法的な場面や公的な権力者が使うことが多い表現です。「trumped-up charges（でっち上げられた罪）」のように受け身でよく使われます。日常会話ではあまり使われません。
