التعريف

相手にアイデアや行動、計画を提案すること。または、どうすべきか柔らかく伝えること。

「suggest to」は丁寧にもカジュアルにも使えます。必ず相手を指定します（例：彼に、彼女に）。'advise'や'recommend'よりも控えめな表現です。

Can you suggest to your teacher that we start the meeting earlier?
