何かを求めて、権限のある機関などに正式に依頼や嘆願を行うこと。多くは文書で複数人が行う。

主にフォーマルな場面や団体で何かを求める場合に使います。'政府に嘆願する' など。'begging'（頼み込む）とは異なり、組織的で丁寧な要求です。
