人や動物の手足をしっかりと縛って動けなくすること。また、比喩的に誰かの行動を大きく制限する意味もある。

もともとは家畜などをきつく縛るときに使いますが、近年は比喩的に「自由を極端に奪う」という意味でもよく使われます。「tie up」（縛る）よりも動きの制限が強い印象です。
